This may be bugged. I have been trying to get this quest to drop for almost an hour now with no luck. Plenty of 'stubborn' animates but no quest. I have not done this quest yet on the character I am on either. Only few quests left to do here this being one of them. Put bug ticket in on it, hopefully it gets addressed ( if indeed it is a bug).

Description
I swore to the grave of Vistara the Fallen that I would bring him the head of the one who betrayed him. Though that was eons ago, it is an oath I must fulfill. Whatever fate ultimately befell the traitor, it is likely that his head can still be found nearby. Slaughter everyone here. Surely one of them must be the traitor... or be in possession of his head.
