I noticed that it said 15 after Forgotten Weapon in the description here that made me realize that when I had 15 Forgotten Weapons in my inventory I could not find any more of them laying on the ground, which led me to test things, and I found out that if I sold my Forgotten Weapons, and then looked for one on the ground, and summoned my Grand Expedition Yak and talk to Cousin Slowhands, and then click on the weapon on the ground, and buyback my Forgotten Weapons before I finished picking up the one on the ground, it would be the Foe Cleave when I picked it up.
Spent a good thirty minutes looking for this, found a lot of fake ones but never found the actual one for the quest, not sure if its bugged or I was completely blind.

I have wielded it against countless adversaries. Emissaries of the Light, minions of the Void, meddlers from the Gardens of Life... all have fallen before me! Soon the very planes of reality will kneel to my greatness! Once I find my weapon, that is. I insist you help me reclaim it. I know it's here somewhere!
