Completed this as of 12/5/15, and it doesn't tell you where to turn it in, or give you a turn-in point on your map. Will hold onto it until it's remedied.

EDIT: The quest is turned in at the closeby flight point, Lorna's Watch, to Commander Lorna Crowley.
