Took me two hours to figure this out, but hopefully this will save the rest of you a lot of time/frustration:
1.) IF YOU NEED TO GET BACK IN PHASE TO FINISH/TURN IN QUESTS, go back to Krasarang Wilds and talk to the NPC Seamus Goldenkicks <Portal-Mage> at Lion's Landing.
2.) IF YOU WANT TO PREVENT/FIX THE BUG FROM HAPPENING, I am pretty sure I know what is causing it. Go back to Theramore and tell the NPC Zidormi that you want to be taken back to the present. If your Theramore is currently phased to the past, then you will have phasing problems when you try to enter the Sunreaver's section of Dalaran to complete these quests. If your Theramore is currently phased to the present, then you should be fine.

Something I found out by waiting around too long - he re-spawns quite quickly. The upside to this is that he also drops the gold pile when you kill him again.

Description
I just saw one of the Sunreavers - Brasael, I think his name was - running off in the direction of the bank to the north. No doubt he's trying to gather whatever assets he can before he leaves. Head him off and make sure he doesn't steal any resources from our coffers. He relinquished whatever funds he left in the bank when he and his Sunreaver kind betrayed us.

The Sunreaver's Sanctuary is still crawling with those Horde-loving Sunreavers. Jaina will have sent the reasonable ones to the Violet Hold. The rest refuse to leave, raising their weapons against us. Show them the cost of their defiance.
