Here is how you actually get this quest, it has nothing to do with your faction, the quests would be tagged as such if that were true.
You make the choice between Kayn Sunfury and Altruis the Sufferer DURING THE DEMON HUNTER INTRO QUEST LINE. Towards the end of the Vault of the Wardens quests you will get A New Direction which gives you the choice between these Kayn and Altruis.
If you choose Altruis you will get Champion: Akama later in the class hall campaign. Choosing Kayn will result in you getting Champion: Shade of Akama instead.

Unsure why the downvotes here, but I've been on 4 champions for awhile now and see I need to knuckle down and do the rune ruination one to get a couple more. (I've been skipping around everywhere but stormheim at this point. Ah well. :))
