So I'm up to this part of my DH's Order Hall quest line and I cannot find him at all. Am I missing something?

Here is how you actually get this quest, it has nothing to do with your faction, the quests would be tagged as such if that were true.
You make the choice between Kayn Sunfury and Altruis the Sufferer DURING THE DEMON HUNTER INTRO QUEST LINE. Towards the end of the Vault of the Wardens quests you will get A New Direction which gives you the choice between these Kayn and Altruis.
If you choose Altruis you will get Champion: Akama later in the class hall campaign. Choosing Kayn will result in you getting Champion: Shade of Akama instead.
