After rescuing him, he's at Odyn's feet, to his left as you face Odyn, only visible after the crowd cheering for you has left. I had to exit the game and come back in for him to flag as present.
To add on to Spilledstars' reply: you can also leave the main hall for a bit, then walk back in to make your new follower spawn after the crowd does their thing.
