To further update, after you complete A Hero's Weapon, you need to go to the Broken Shore hub with Illidan, Velen, etc, and get the quest Champions of Legionfall. Then, go back to your hunter's lodge and you can pick up the quest Devastating Effects.
For all those stuck at champion of the legionfall with no quest to go further, make sure you completed your class order hall campaign, that is what unlocked it for me.

Description
The Burning Legion will not rest until they have destroyed everything and everyone. Their presence here has had a devastating effect on our lands, and now it seems our wildlife as well. I have heard numerous reports of sickly animals in the thicket that surrounds the demon-infested city of Suramar. Make your way there and see if the rumors are true.
