For Horde players, the mirror quest is 'Call to Lordaeron'
This is offered by Calia Menethil in Oribos, at the Enclave.
Calia Menethil, who offers the Horde version of this quest ( Call to Lordaeron ) seems to have been moved from Oribos to Orgrimmar in patch 10.1.7. Unfortunately, it does not seem as though Genn Greymane has received the same treatment. I have checked the Howling Oak in Darnassus and nearly every square foot of Stormwind City to confirm this, but it seems you still need to complete the entirety of the Shadowlands leveling campaign up until the point where you choose a covenant in order for Genn Greymane to show up in Oribos, and you cannot pick up this quest anywhere else.

Description
An alarming rumor has reached me, thanks to our spies. The Forsaken are mustering in Tirisfal Glades. For what purpose, I do not know. Notably, Calia Menethil has gone there as well. We must know more of what they are up to, now that the accursed Banshee Queen no longer unites them. Go, don a disguise and see what you can discover. Observe everything. And if there is opportunity to gain their trust and learn more, do as they ask. I eagerly await your report.
