Arcus is inside the aldor base by the mail box. Speak to him and give him the flare, once you do he will start the quest.
Basically you just have to make sure he lives through the waves of dragonmaw skybreaker's (you get help from 8 other non-elite npc's and himself) and after a while he will say that the aldor are victorious. (Quest completed)
If you die in the middle of the event, the graveyard is about 4 steps away from the event, just protected Arcus.
Solo it with pvp gear on my enhancement shaman, could even bandage when I was oom.
And the graveyard is only a step away if one would die

Description
The Dragonmaw only dare attack us when our guard is down. They would face certain defeat if they were to attack us while we were prepared. I want you to let them come, {name}. <Ceyla nods.> Yes... a trap. Take this flare that their overlord gave you and deliver it to Commander Arcus. He is standing guard right outside this building.
