The Windrider gives you a tabard that you must equip.
Be aware that the tabard rots after 1 hour playtime. I discovered this to my horror after getting 4/5 kills because of flaky kill credit (and dinner).
If you leave the area or die, you lose the buff and must unequip and reequip the item.
My best advice is to reequip the item after you make each kill, just to keep the buff fresh. I noticed that I would randomly lose the buff every other kill, even though there was no buff timer.

What to do
Description
Researcher Tiorus was kind enough to put this concoction together for the final strike. I merely pour it upon this tabard that you have provided for me and the item is imbued with the essence of the Illidari filth. Take the enchanted tabard and travel to the Eclipsion Fields, southwest of Eclipse Point. Once there, use the tabard to transform into an agent of Illidan. While in disguise, slay the crazed colossi that wander the field. They will think it an attack by the Eclipsion and sever all ties!
