Think you need to be friendly with netherwing to get this quest.
You get it deep down in the netherwing ledge cave close to a flying dragon Toranku, from the orc Ronag the Slave Driver.To get to the quest npc's you'll have to backtrack and get up on the first small bridge there is. Then just head on while taking every right turn you can that isnt a dead end. ( if you pass through flayer's you're in the right direction).

Description
Don't worry about this dragon, {name}. We've got plans for it... Deeper in this mine is a band of crazed Murkblood. After the dragon broke out, they were cut off from the exit. Somehow, after a mere 2 days of isolation, they've lost all sense of decency. They've resorted to cannibalism and the promotion of mayhem. We don't need that kind of madness in this place. Find 'em and kill 'em. All of 'em.
