After completing the flying lesson and upgrading my ring, I was still not able to fly. I logged out and when I came back in, flying was working as it should.
! Update ! --- I took my second character to the Siren Isle and found that I could fly just as soon as I arrived. I tested with two characters on both factions and they could fly as soon as they arrived. I still had to do the event to upgrade the ring but flying was unlock for all my alts after doing the quest once.

DO NOT GET INTO THE QUEST MOUNT BEFORE DISMOUNTING! I did, then immediately DC'd and now stuck "falling" without falling and cannot move without DCing again. Gonna have to get a GM to unstuck me or something.

Description
It ain't no secret the winds here are terrible. But! I don't think we've given that ring there a fair chance at fightin' 'em. I mean, that thing can let ya swim like a fish, make tornadoes outta nothin', and even shock the invisibility off of magical boxes! Surely it's got somethin' to say about a lil' nasty weather, right? Take my balloon up and see if you can keep it stable usin' that ring of yours. Maybe we can find the trick for stayin' in the sky!
