Wasn't able to open the Vykrul Ritual Site chest. Was not phased in a storm. Using the Runecaster's Eye revealed the Runed Storm Cache, then I clicked to open it, and a red "There is no loot" message appeared.

Go outside the vault (above ground) to the area marked by the quest. If you stand beside a gray rock, you will get an action button. Click on the action button and loot the chest.
I was able to complete this quest. You need to stand exactly on top of where the quest marker brings you to, and then you gain an extra action button, and then pressing this button creates a chest you can loot. It took me several visits to the right areas to understand. Good luck.
