**To address some concerns about doing this on alts**
You do not need to do the entire Special Event progress bar inside the storm!
After completing the weekly progress bar, simply go to [npc=231997] /way 71.30 45.88 Didi the Wrench
She will have this quest Juicing Up and Storming Out for you
This has to be done OUTSIDE OF THE STORM to get the quest. Then all you have to do is the 4 steps above and not the progress bar/special event.

To further add to this, the alt must have completed Dipping a Toe AND have the bonus world quest objective thing hit 100%, so that the storm mode is unlocked. Once that bar completes, the quest Juicing up becomes available.
On an alt, I could not get this quest and could not access the Pummeler in storm mode. I found that a prerequisite quest is Dipping a Toe from Apprentice Tanmar nearby. Once I completed that, this quest popped and enabled access to the Pummeler.

Well, look. If it ain't {name}, the talk of the camp. <Didi grabs your hand and looks closely at your ring.> That ring on ya finger sure is peculiar, ya sure ya don't want a different one? <Didi looks up at you and winks.> I'm just yankin' ya chain, let's see what we can do with it! Ya get me enough of that magic metal lookin' stuff we've been finding, and I'll see about gettin' you suited up in the Pummeler over there. Your ring oughta give it the juice it needs to really wreak some havoc!
