For those like me who have never socketed anything before, Shift-Rightclick the circlet to bring up the socketing hud and then just drag the gemstone into the red box
A problem is, this quote fails, UNLESS the ring is equipped. You CAN socket the item into the rung while it is not equipped. However, the quest does not trigger as complete until you equip the ring. I went back and forth until I tripped over this. It kept telling me to unsocket the gem. I did, but nothing happened. THEN I equipped it, and all was good. Terrible quest design, as nothing in the quest said I had to equip it.
And, you might ask, why did I not immediately equip the thing? Because it appears to be actually a downgrade from the rings I already had. It is not at all uncommon for new gear in a new zone to be way worse than what I already have. For someone who has been upgrading their gear for the last N months, that is expected.

<Angorla peers at you from over her spectacles with excitement.> Can you hear it, {name}? This small, humble citrine is calling out to the circlet... just as the Siren Crystal called out to you and to all of us. I am uncertain what will happen when you reunify them... but there's only one way to find out. Place the circlet upon your finger and socket the citrine into the setting.
