Fly to Shackle's Den in southern Azsuna, then head south towards the Temple of a Thousand Lights. Under the bridge leading to the temple, you will find [npc=109702]. This NPC has 2 abilities: [spell=195103] and [spell=219190]. Kill the elite crab to complete this world quest.
