How to get there:

Fly to Valdisdall. Run south/southwest until you get to the coast and are looking over Skold-Ashil. Jump off the cliff using Goblin Glider or equivalent. Continue southeast down the coast until you get to 60.9, 71.8. You'll see a path - it's pretty obvious. Head up the path and there she is.

Lagertha located in Stormheim zone, at 62.0 73.2 point.
You can start your path from Greywatch (Ally) or Valdisdaal. You have to reach Skold-Ashil village first, you can use any gliders / skills / items to jump down there from cliffs, or pass through the gates (64.0 63.3). Next point you have to go — 60.8 71.7, there's a path up to a hill, where Lagertha stays. She respawns next to the building's entarnce, not inside or on the top, so wait on the ground untill she respawned if you dont see her.
