I personally testified that abandoning Warchief's Command: Winterspring! I am able to get this quest from Salfa where previously I couldn't.
Also, after abandoning Warchief's Command: Winterspring!, I went back to the Warchief's Command Board and am not able to get the quest again.

This looks like a breadcrumb that cannot be accepted once you have done Threat of the Winterfall.
Breadcrumb Steps:
1) Complete all Felwood Quests.
2) Turn in Warchief's Command: Winterspring! and don't accept any other quests from Donova Snowden.
2) Go to Nafien (Brown Furblog right outside Timbermaw tunnel on Felwood side) and pick up Winterspring!. Turn this in to Donova and don't accept any other quests.
3) Go to Salfa (White Furblog right out Timbermaw tunnel on Winterspring side) and pick up Delivery for Donova. Turn this quest in and now you can pick up the rest of her quests.There's a little bit of back and forth but it allows you to turn in the available breadcrumb quests.

Description
Donova Snowden is a kind dwarf who frequents the nearby hot springs. She claims to be studying their magical properties. She is a kind person and has good relations with our tribe. As the Winterfall have become more and more aggressive, she has begun researching the cause of their corruption. I must keep my post here, but I have made a basket of refreshments for her. Please take it to her for me and tell her we await her next visit.
