In order to find Ambassador Gaines at this location you must first complete the quest "A Failure to Communicate" found at Corporal Teegan coord 56, 42
Ambassador Gaines was not at the location given (50, 49.5) when I came through on 11/16/2010. This quest may have been eliminated at Cata launch? Or it may be some kind of a thing where you have to do all the other quests at the station before he will appear - which I didn't.

Take this horn that I 'borrowed' during my negotiations. Blow the horn within the Bristleback challenge ring west of our position - you can't miss it. I want you to challenge the champion of the Bristleback, Sabersnout, to single combat. His death in front of his followers will leave them in utter chaos.
