TheWoWDBFrom the Northern Rocketway Exchange, go south past the Blackmaw Scar to the main entrance of Blackmaw Hold. There are 2 main entrances. Take the left-hand entrance, and go straight up the hill. The documents are directly across from the entrance, (29,38) sitting on top of a wicker crate.
There are 2 ambassadors guarding the documents; kill them both, and and one of them will drop the robes.I took screenshots, with luck, Wowhead will approve them.

Description
In order to infiltrate and disrupt the Blackmaw negotiations, we'll need to know where they're happening. In Blackmaw Hold to the southwest, I suspect you'll find night elven ambassadors milling around, making preparations. <Haggrum spits on the ground.> Kill them at your leisure, and search the area for important documents. Oh, and grab a set of their ambassador's robes, we'll need them.
