Upon using the wand, your target will either immediately shrink down and be captured or turn hostile. Once the target is hostile, there is nothing you can do to then capture it.

I had a string of at least 10 in a row where everything was just going hostile before they started capturing for me.

JUST KEEP TRYING.

I thought this quest was annoying the first time i did it, but like someone else mentioned - if you mount up when the wand cast bar is almost done (which doesn't interrupt the cast), you can just fly up and then back down and avoid having to fight the frog. rinse and repeat by zapping the same frog until it turns green... it saves a lot of time and this quest becomes quite easy

Description

Keeping preciously small animals as pets is a popular pastime among the nobility. The more unconventional the animal, often obtained through magic, the more of a conversation piece it is. I have enchanted this wand with the appropriate shrinking spell. Use it on some of the colorful toads out near the ponds and bring them back here. The nobles will find them delightful. Naturally, the toads may not take kindly to the enchantment. But I trust you can handle that, should it occur.
