The drakes for this quest are flying around here at well over 30 yards, so just use the 80-yard spear to grab them. No need to wait for them to come close to ground.
You don't have to kill them, just use the spear and tank it for 25 seconds. Afterwards, go back to the quest giver before the 3 minute timer is up, or you'll have to go back and capture another drake.
Take the elevator of the western platform, and capture the hatchling that pass over it. Tank it like ppl said, and btw, you can ride your mount once you have it captured and friendly.
