Just as a small note that might help someone:
Don't mistake Spellbinders with SpellWEAVERS. You need the mage-looking dudes with dogs patroling along with them and not the half-dragon monsters. I was trying to get it to drop from Spellweavers and when i realised that i was mistaken, i killed a Spellbinder and it dropped immediately ^^
