Drops from the cultists around Farshire. If you check the map (World Map, by pushing M), you can see a little farm north of Valliance. The cultists can be found there. It had a decent droprate, for me had it on my 9th kill, can't say anything about the regular drop rate, bit early yet!

Cultists Circles: one circle at 54,60. another at 54,62. another at 55,63. you can attack one from outside the circle and it wont pull the other three. but if you go into their purple circle, you will aggro at least one.

What to do
Description
Not so fast there. I don't know about you, {class}, but I was hardly convinced by the general's words. They rung unsure... as if they were not his own. Something's amiss here. All of our efforts to collaborate have been blocked and delayed. It is time we took a more independent approach. If we're to learn more about the cultists inside the keep... perhaps we should investigate those outside. Intelligence reports a small group of them aiding the Scourge north of here. See if they carry any clues.
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- Notify Arlos
We must notify General Arlos at once. I've known the captain for a long time and, believe me, he is one of the more careful ones. Who knows how many cultists have been smuggled into our settlements in Northrend in other ships? This could be disastrous.
After this quest
Taken from the storyline's own step order.
- Further Investigation
I'm afraid this is a matter I must delegate to one of my operatives... someone who can work in secret. Keep the evidence with you and take it to Vindicator Yaala inside the inn. Tell her I sent you and speak of this matter to no one else. We do not know who might be working for the cult.
