If quest bugs out and won't complete, fly out of the area so it drops and fly back into area and it completed for me. Worked for me, hope this helps.
So uh, weird thing happened with this as a world quest today. I completed it, but instead of getting the rewards and the WQ clearing, it says I failed. I tried flying out of the area, reloading, and even relogging to see if it would solve the issue. It wasn't until I flew back into the WQ area from Dorn (after trying the other things) that it finally completed.
Just wanted to bring that to attention in case anyone else was having the same issue.
