This quest is a breadcrumb for Before I Depart. Once any of the following quests in the chain are completed, this one becomes unavailable.

I believe I completed all necessary steps to unlock the War Within allied race however this specific quest is showing as incomplete. I verified all other quests in this chain are complete - including the final quest The Weight of Duty.
Once I completed As He Departs the only available quest to me was The Weight of Duty and not To Mourning Rise. Urtago is still standing outside Fallside Outpost and has not moved to the area indicated on the map for this quest.

Description

Greetings, outlander. My name is Urtago, and I am Caretaker Korgran's apprentice at the Mourning Rise memorial site. The mischievous Candlelit Kobolds have overrun Mourning Rise, and we seek assistance. Would you meet me at Fallside Outpost? It is just to the north of here. I will be able to tell you more once you arrive.
