She was standing next to the fountain for me but I couldn't hand in the quest after I was done because the house was empty.
Doing another quest for her at the fountain and handing that in made her appear in the house and I was able to hand in the quest fine.
Looks like she may be bugged as of 08/29 when turning in the quest. She isn't in the house or by the fountain.

What to do
Description
The eagles out by the undersea have bathed in the light of Beledar, and it makes them particularly tasty. Could you get a few eagle fillets? Take this harpoon with you, they can be feisty.
