He is in a cave, copying the entrance co-ordinates here from another quest, thanks to those that posted them there :)
Entrance: 44.03, 33.74
Alternate: 51.70, 37.61
The cave has two entrances: at 52/38 and at 44/34. He moves around inside, so you just need to look for him.

What to do
Description
Eagles are revered by the Skyhorn tribe, but their numbers are dwindling. The drogbar feed their fledgling worms eagle eggs so they'll grow strong enough to ride into battle. If the drogbar continue to pilfer these eggs, the eagles may become extinct. Head deeper into the cave and recover any eagle eggs you can find.
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- Fledgling Worm Guts
The drogbar use these caves as a place to train fledgling worms. The rockcrawlers are young and fairly weak, for now, but in time they will grow in size and strength. Without our intervention, the worms will morph into the monstrosities that the drogbar ride into battle.
After this quest
Taken from the storyline's own step order.
- Tamer Takedown
The drogbar will continue to breed vicious worms as long as their tamer lives. Korgrul is responsible for turning fledgling rockcrawlers into the monstrous siege worms that are ridden into battle.
