TheWoWDBIf you haven't done the Avowed starter quests from The Accused, you need to. That's the Final Atonement questline that will eventually place Gresit in Absolution Crypt. Before that there are quests to complete from Archivist Fane (72.52) next to the Avowed Quartermaster Archivist Janeera - in the Halls of Atonement (not the dungeon, the open world HoA).
Do Fane's quests (there are a few and if you have RSVP you can complete "Honored Attendant" with Cryptkeeper Kassir as you do some quests for him as part of this chain.
Finally you will get to "Hunting an Inquisitor" to kill Inq. Traian.
This will lead to Gresit (71.40). He'll give you a quest Ember Court: Atoning Rituals quest.

To actually find Hips he's at /way 30.71 41.83
(he's on the other side of where you go downstairs to get to your covenant things)
Note that HIps is not inside the underground area, he's outside in between the tops of the two staircases. Don't do like I did and spend an hour wandering all around the underground area trying to find him and finally give up on the quest only to find him sitting like a little troll at the top of the stairs...

Description
Everyone loves entertainment! Our first guest is from the Halls of Atonement, so he will certainly appreciate a presentation of the powerful rituals the Accuser is capable of. Work with Hips to acquire everything we need to host atoning rituals at the Ember Court.
