TheWoWDBI bought the items when I was next to him and that's why he didn't start preparing the recipe. So i moved away and then i came back. Then he started to prepare the food.

I don't think there is anything that tells you how to get the recipe in the game. I guess the quest becomes available after your first Ember Court, and then you can just go visit [npc=172448] when you have the materials. I picked up the quest from him but then nothing happened, so I flew out of the quest area and then rode back in (on the ground) and he started making a batch. The item to taste appears as a clickable item on his table. Eat it for 10 seconds to become well fed and complete the quest.
