Answering my own question here. Apparantly once you hit revered consortium this opens up a new quest with the keys. You can continue to complete this one at 250 consortium a pop until then, not sure if you can continue afterwards as well though.

Description

I am in need of more I.D tags, {name}. What I've discovered thus far is that this is not just a way to catalogue prisoners but it also documents locations! Once this code is broken we'll be able to pinpoint exactly where all of our allies are held and free them with minimal hostile action received.
