You have to complete Return to Viridia to be able to pick this up

Pick up the quest Helping Hand and Claw as soon as it's available from Scalecommander Viridia in the starting area of the Forbidden Reach. You may not have noticed that this quest is the second quest in a storyline that will take you into the Zskera Vaults.

You don’t need to farm high level rares in hopes they'll drop Zskera Vault keys. You’ll be given several keys before you enter in The Keys You Need. (To farm high level rares there needs to be enough people around to form groups, informally or through the Group Finder.)

Here's the storyline that will get you into the Zskera Vaults:

2. Helping Hand and Claw: Scalecommander Viridia will give you this quest in the starting area of the Forbidden Reach. The starting area is on the shore of a pentagon shaped island. You'll head south down the waterway to rescue the NPCs that will be your bodyguards in the Zskera Vaults. You'll need to retrieve some supply crates from the water.

4. Exploring Our Past: Scalecommander Viridia sends you to Zskera Vaults in the middle of the island. It's at ground level, but it's hidden by bushes. Your bodyguards are already there.

6. [quest=72953]: Speak with [npc=187700] to enter the Vaults. There are a number of things you'll need to do there. But first get the keys.

8. The Keys You Need: [npc=200041] will give you several keys that will open doors within the Vaults. My alt received 8 keys. [npc=187700] and [npc=200041] will accompany you as bodyguards.

Objective of Exploring Our Past::
With your help, we can now delve deeper into the secrets of this land. Nearby lay the Zskera Vaults. Within these large underground chambers, Neltharion stored various treasures and forgotten research. Exploring these vaults would be most beneficial. Please travel with Tacha and Jeb and assist them as needed.

With the free keys, you won't be able to open all that many doors. So you won't be able to complete some of the side objectives on this trip (like gathering notes or recipes). But you’ll be back. What to do:

• Enter the Zskera Vaults.
• 
  
• Kill the giant spider in the middle of the Vault.
• 
  
• Open a few doors, combating NPCs with moderate health with the help of your bodyguards. To be on the safe side, bring some healing potions.
• 
  
• Also required: Click on a cobweb "rope" to get to the second floor. Open a door. Loot the contents. The loot will include a special ability that will transport you to another balcony. It can also take you safely to the floor. Your bodyguards won't go up there, but there is only a low level mob or two in balcony rooms.

• Before you exit, look for a yellow question mark. [npc=187700] has some parting words.
