On This WQ You need to kill 3 [npc=135233]. To get them at first you need to find [npc=134845] after you will press on him he will transform to [npc=135233].

It took me awhile to figure out where the NPCs were as I kept getting getting the World Quest pop up when I wasn't in the right area. You need to be in the "Dampwick Ward," coordinates 57/40.

You need to interact with Tidesage Doomspeaker NPCs and then kill them.
I wasn't receiving kill credit in a group, but soloing and taking care not to drag the NPCs away from their spawn points seemed to work.
