You can complete this quest without engaging him. I collected 8 beetles and then followed from a distance and threw them as soon as the skill would let me. He didn't aggro but his bar went up. The distance from where you can throw the beetles is larger than his aggro range. Took 5 beetles and I completed the quest.
I grabbed one beetle and the world quest was no longer in my quest log; but still on the map? I also cant see the npc at all. This character is a fresh 120 with no questing progression so far in Zandalar, so maybe its a phasing issue since its kinda close to the outpost in Vol'dun.
