Leave the ship and head northeast to the Honor's Tomb area. The Stormwind SEAL Equipment can be found both inside and outside the capsized ships. You can often find three to four chests in one ship.

Going inside the ships is definitely the best idea, managed to gather all my equipment in there and there was no one else around. Swimming sideways is abit difficult however :p
With how crowded it is in the area, I found it much more convenient to camp a single spawn. With some patience, you should be able to find a spawn with no Giblin Scavengers to bother you.
Also, on another note: some of the chests will drop multiple Stormwind SEAL Equipment.

Description
I recognize this helm, {race}. You were wise to bring it to me. The Alliance have a special unit, trained and equipped to explore and fight beneath the sea. It would seem that they are in this region to do more than just defend against our attack. There must be more of these down here, and if you can find them it could turn things around for the Vanguard.
