If you completed Torment Chamber: Jaina and you are looking for this quest in-game post January 5th, 2021, I just want to confirm that you will have to wait until the weekly reset.

Per Blizzard's recent blue post on the topic:

[Live on NA realms. With regional restarts for other regions] Removed some of the weekly delays between certain Bolvar Fordragon Torghast storyline quests.

Unfortunately, this quest did not have its weekly delay removed.

The response I had from Blizzard. Some time gate was removed, but not all. The current time gate is the following:

• Week 1
- Into Torghast
- The Search for Baine
- Explore Torghast

• Week 2
- Remnants of Hope
- Information for a Price
- Torment Chamber: Jaina

• Week 3
- Finding a Witness
- Lest the Trail Go Cold
- Torment Chamber: Thrall
- Signs of the Lion

This quest is from Bolvar Fordragon in Oribos, but it will also be pushed to you if you enter Torghast and are eligible for it.

You can do this on any layer of the tower, but layer one is obviously the quickest way.

I found the Captive Dredger on the first floor, rather than a higher one, which was nice. You can either complete the layer or head back to Oribos straightaway to turn in the quest.
