In order to do the fishing WQ, a SL fishing skill of 25 is required. This can be from +fishing skill items. However, without the items equipped, the WQ does not show on the map - go figure...
Heaps of trouble getting this quest to activate today. Fishing was 13 but had on rod, hat and boots to get quest to show on main map. Quest didn't activate when I rode up. Fished until my level was 30 getting no quest items, ran away, ran back to pond, still didn't work, logged out/back in, still didn't work, fished my way to 60 with no quest items, ran away, back, still no luck, logged out and back in, finally activated, starting getting drops and got all 5 fish within 10 casts.
