This Quest You doing in 2 steps:
- First Fly around 69.85 73.12 and use on 3 [npc=195340] [item=198855].
- Then Fly Over water 65.44 76.98 and spam your extra bar.

If you're like me and immensely confused even after reading some of the comments, I'll compile the deets:
This quest is a 2-parter and each part is quite different.
He gives you a net IN YOUR BAGSthat will NOT show up as an extra button(FIXED) when you go to net the fish NORTH of where the quest giver is, they look like fish swarms but sparkly and fun(!).Once you've netted 3 swarms, go back to where the quest giver is on your dragonriding mount and fly around him a bit in THOSE waters, then an extra button WILL appear and to throw the fish in the water. Might take a second for the extra button to appear and register.
