I am privileged to be the very first to make this comment on this daily especially after I died just once. I tried to figure this out and quickly found the obvious way, so here it is..
After you have entered the area and engage Itoka he will stomp out tonnes of aoe boulders in your way, strafe away from them and watch out for the lightening charges within the red circles that wander slowly around, they will do a lot of damage but are easy to avoid.
P2 - He will begin to cast out his protection shell so you will have to take out all four conductors that keep him there again avoiding the circles that move around. So if you walk on the rocks and stand on the ones that look like grave stones you will be able to go right up to each conductor and switch them off via the cog until all four are done and Itoka is released from his shell. (WARNING, do NOT tread on static electric or you will probably die within 5 seconds !),
Itoka will then commence his fight with you but you will still have to avoid his aoe damage abilities till you have nuked him down.Note;- He only casts this electric once, apart from that he doesn't do any real damage ( as much as the rest of the quest bosses that are round there ), as long as you follow these steps you will be fine and should be a fairly easy and straight forward fight.. If you manage to abandon/not accept this quest, it is actually given by Scout Captain Daelin at his location in Conqueror's Terrace after you have completed the previous part in the chain.
Seems to be a bug in 8.1 that doesn't let you actually auto-accept this quest. You can however still pick it up from whatever hub you picked up "On Her Magic-ey Secret Service" from or whatever quest led you into the mines.
