Ok, at this time this quest is rather buggy. The goal is to free wolves and/or villagers. For villagers, you're looking for NPCs that are rooted to the ground in a net. For wolves, the ones that give credit are the clickable wolves with a tiny stake in the ground near them.
ETA: Also at this point it appears you cannot "camp" a respawn. I waited in an area where I knew 3 villagers/wolves would respawn and when they did they were NOT clickable. Add an abysmally long respawn time and you have a quest that desperately needs fixing.

I found that zoning into one of the hutts phases you (you'll know this because an innkeeper will appear). Once you're phased, go back out and look for more units to free. Each time I did this I was able to get 1-2 more to count towards the quest.

Description
These Thunderlord curs use coward's weapons like nets and chains. Many of our villagers and wolf-brothers and sisters have been trapped. If you free them, they will fight at your side with honor. We must quell this attack with haste so I may return to Bladespire Citadel and continue my preparations.
