If you go straight to Draenor the first time without going through the starting quest chain you'll be able to see this quest on the mini-map but the questgiver is not there.
Simply go southwest a bit towards the quest "A Song of Frost and Fire" instead (outside of the garrison).
Follow this quest chain to meet Durotan, follow the group to your base, clear out and establish your garrison and Cordana will show up for you to take this quest.
If you're curious why you'd want to head off to the far corners of the Ridge, you are heading On the Shadow's Trail. You'll receive a 543 cloak for your efforts (To Capture Gul'dan).

Description
A matter of great importance has arisen. While you were away, Archmage Khadgar contacted me. He is investigating demonic influences to the north. Being a human, the Frostwolves will not accept Khadgar without you there to vouch for him, nor will they accept a night elf such as myself. I will wait for you outside Throm'var in the Frostwind Crag.
