TheWoWDBTalk to Kronk and he says it's down at the end of the dock. It's on the table behind the right flag standard at the end of the dock Kronk is at.
Run back down to Kronk and turn it in and he'll give you the item upgrade in your bag.
Run up to the shipyard table and upgrade a ship under the fleet tab. Drop it in the item slot from your bags and confirm.
I got a Blue when I made the second destroyer, it may or may not be a given for others but it may be since it needs the item slot.

Description
Commander, our fleet is going to require some custom naval equipment if we hope to stand a chance in this war. Find Kronk Rustspark down at the docks, he should be able to help us out.
