Talk to Kronk and he says it's down at the end of the dock. It's on the table behind the right flag standard at the end of the dock Kronk is at.
Run back down to Kronk and turn it in and he'll give you the item upgrade in your bag.
Run up to the shipyard table and upgrade a ship under the fleet tab. Drop it in the item slot from your bags and confirm.
I got a Blue when I made the second destroyer, it may or may not be a given for others but it may be since it needs the item slot.
He is at 40, 72 inside a "hut" near the water.
It has nothing to do with paying attention ... the quest text doesn't actually mention the blueprint, its location, or its necessity to complete the quest.
