If you do not feel like running around the town killing pirates and pulling multiple mobs, head down the path from the flight master and stop on the wooden pier area just before entering the town proper. There are 3 friendly NPCs fighting mobs there. Kill the mobs they are fighting. After that, just wait for the mobs to return. It takes all of 10-15 seconds for re-spawns to show up on the pier. You can also pull mobs from from range to your location and the friendly NPCs will help you as well. I completed the quest in 5 minutes just standing there letting the mobs come to me.
