The best way to complete this quest at high levels without ress sickness is to just taunt one [npc=26293], and bring him up close to the [npc=26291] at exactly /way 57.44, 20.24. The [npc=26291] will start to fight the [npc=26293], and you will get a warning when you need to use [item=36732]. It will drop all the [item=36731] you need. As others have pointed out, [item=137663] does not work on these enemies.

I was able to taunt(120 warrior) the worm and drag it close to the ice giant at 57.3/20.2. It may take a couple tries but you can get giant to attack the worm then use the bomb.
[item=153494] works flawlessly at high levels. Throw the bomb near a [npc=26293], use [item=119083] to get their attention and kite them through the plague cloud, and they will steadily lose HP and become applicable for [item=36732].

I'll let you in on a little secret that a squeamish {race} like you would never know... those jormungar worms taste just like chicken. Go provoke one of those giant hulking jormungar to the east. You're not likely to be able to kill one straight out, so just toss this down its throat when it opens its mouth wide. Bring me back as many of the slabs of meat as you can tote.
