Unlike most other quests, there is a set number of slaves to free. Once you free them, they do not re-spawn. So you have to get all of them.

In addition to the caves others have mentioned (34.68, 25.87), don't forget to check the areas above—there are two of these areas, one is up to the right, and it has three slaves—easy to overlook.

Personally I like this way better. It always feels strange when you're sent to free slaves, and you leave some behind after filling your quota, and others who you've freed re-spawn. It's like you never helped. With this, "no man gets left behind."

What to do

StorylineLegacy of the Apexis, step 4 of 7

Description

Those who were not incinerated at Veil Akraz are forced to help the Adherents excavate the very weapons aimed at their heads. Anyone trying to escape is vaporized by the overseer's Apexis turret. With these effigies, they won't know anyone has left! Place one near an enslaved worker and observe as it creates a perfect copy. It even cloaks the subject in shadow, so they can slip away safely!

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Taken from the storyline's own step order.

  • Sol SistersSpires of Arak · Level 30-40

When I was still a guard in Skyreach, I was tasked with protecting the sisters Veoryx and Krashyx. They were prodigies. At an age when most sun acolytes could barely read, the sisters conjured familiars of pure sunlight to illuminate their textbooks in the small hours.

After this quest

Taken from the storyline's own step order.

  • Shot-CallerSpires of Arak · Level 30-40

<Solar energy courses through the slumbering constructs, their ancient servos whirring to life all around you. It is too late to shut them down now. Outside, an arakkoa overseer bellows commands, each answered by the buzz of an Apexis beam carving away at the mountain.
