The harpoon head is on the anvil in front of Arvik in Iskaara at location 12.91, 48.79.
The wooden pole can be found at various places around the Azure span. This comment has a list of waypoints to find it.
The tattered seavine is found related to a separate quest. You will need to go to the location of Fisherman Tinnak's Ghost (49.46 36.07) he is a rare spawn that requires to you to find a broken fishing pole, a torn net and a spear before he will spawn. He is part of the Adventurer of The Azure Span achievement.
