I found the item Flying Fish Bones necessary for the new craft unlocked by completing this quest very close, at /way 12.5 50.0. Easy to spot with its purple highlight. Take it to Tavio for the craft ; you "receive" the item, but it won't show up in your bags ; the craft Flying Fish Bone Charm is not visible anymore in Tavio's craft list.
It gives access to Flying Fish Bones. Which says "Allows you to sense rare fish in high-altitude lakes"
