TheWoWDBHow to get the "Hero's Call: Shadowmoon Valley!" for Warlods of Draenor:
1.You will need to be at least level 90.
2.Start the invasion of WoD from the Dark Portal in Blasted Lands.
3.Complete the invasion and everything, until you land in Shadowmoon Valley.
4.ABANDON the Velen quest. DO NOT TALK TO HIM.
5.Visit a Hero's Call board and the quest "Hero's Call: Shadowmoon Valley" should now be available.
6.The quest tells you to speak to Velen, so do that.
7.You have successfully finished this Special Duty Assignment.You enter the intro to WoD from the Dark Portal in Blasted Lands, play until you get the Step Three: Prophet!, remove it and try to find an adventure board take Hero's Call: Shadowmoon Valley!
The quest might have been intended for people that accidently removed the Step Three: Prophet! quest.
I have gotten this method confirmed by another player. He did exactly like this, and told me he got the quest aswell.
P.S. There are 2 quests named Hero's Call: Shadowmoon Valley, but the correct one for WoD, tells you to speak to Velen in Draenor.

This quest is one of the most painful ive seen
as of right now it seems to be impossible to get it on your main character, The draenor intro seems to be excluded from from party sync replay, which for includes this quest for some reason, meaning no matter what you do it will not show up on the hero's call board, and sharing it from another character gives the error saying you have already completed this quest! even when you haven't.... If anyone at blizz sees this: please cross complete this with Step three: prophet! (quest id 34575)
You don't need to abandon Step Three: Prophet! quest, simply complete it normally. But don't accept the next one quest, find an adventure board and Hero's Call: Shadowmoon Valley! will be there.

Description
All able-bodied citizens of the Alliance are to report to Prophet Velen in Shadowmoon Valley on Draenor. The destruction of the Dark Portal has stopped the Iron Horde invasion of Azeroth, but now we must to take the fight to them. With Prophet Velen's blessing, we will be able to establish a strategic position in Draenor to fight against the enemies of Azeroth. Glory to the Alliance!
