The buckets can be looted, but not all the time. If you are trying to loot a bucket and you don't get it, try another one. It might be that they need to fill up after they were looted once, so it takes a little while before you can loot one again? Either way, as there's quite a lot of buckets, try looting them all one by one (don't try to loot another after you picked one up, use it first and then get another); some of them worked for me and others didn't.
Incidentally, the fires you need to estinguish are the 3 fires inside, right in front of the little npc girl, where her pet is trapped. Don't use the buckets on the fires outside, it won't do anything and you'll just lose the bucket.

This quest can get bugged as of this post, and uncompletable. I'm not entirely sure how it happened, but the child disappeared.
EDIT: It seems to happen if someone in a party completes the quest before you do, and the phase advances forwards for everyone. If you're going to complete it, make sure to do so out of party.
This was a really cute quest.
Out of all the heroic deeds you do in Azeroth, this one really made you feel like you did something good. :,)

Your arrival should be cause for celebration, hero, but I fear our troubles are just beginning. Warlord Ner'zhul and his Shadowmoon clan have launched a surprise attack on a draenei settlement to the north. Prophet Velen has gone to aid the wounded at Teluuna Observatory, but we need more defenders.

The Shadowmoon orcs are using portals to bring in reinforcements and smuggle away draenei captives. If we are to have any hope of retaking the village, we must destroy the portals at once. The only way to do this is to kill the portalmasters who keep the rifts open.
